The first and second floor of the building functioned as dormitories for the Navy officers.
The staircase is one of the key parts of the building. Up until 1979, it connected the four levels of the building: the imprisonment areas located on the upper floors and the torture and forced labor rooms located in the Basement. Shackled and hooded, the detained-disappeared were constantly taken up and down these stairs. The fact that detainees were moved though these stairs while the officers’ dormitories sat on the first and second floor is a sign that the Navy was in collusion with what happened here.
